there should be a unified,organized lobby to make paypal philippines happen and not just some whining in this forum.there should be some concrete steps that should be taken like making this situation made known to the local authorities esp. in the trade,finance dept.and the likes. there should be a lobby to the local and international banks doing business here for paypal phil. to make this happen...
there could be some other concrete means,for only with this it is the only way we can make it happen.we have waited too long...
lobbying is useless if the concerned parties will not listen or they are not dedided yet. why not try to look for alternatives..after all the main goal is to be able to accept credit card payments in order to be able to sell internationally isn;t it?
Lobbying has been done here many times, in case you did not know, someone even issued a petition page to lobby for paypal in the philippines and one more thing duting the ebay explained seminar last octber 2005 in shangrila hotel we already discussed this with ebay southeast asia and a representative from paypal and they said they are trying maybe by 2007. If that's the case then i think it is enough as we already heard it from the horse's mouth: 2007. Why not try to look for alternatives, are you not familiar with xoom? Most of ebayph seller who sells internationally uses xoom, it can accept Paypal and credit card payments. Why not try moneybookers or if you are really SERIOUS into selling then get a merchant account.
do you really think a promise from a representative in s.e. asia will do.if that is the thinking then expect the expected,paypal will only be a dream for the Philippines.signing petitions in a petition site is just lame too.it almost always doesn't reach the intended person/company,etc...and if it do,is mostly ignored for being a no clout petition.
what i suggested is to lobby the President to get to her knowledge that paypal is not being offered here because of the banking system,fraud or what have you that paypal says so,so that whatever is the problem why paypal is not doing business here be adressed.i know its not easy to get this to her attention,but i remeber before that she made ebay.ph happen in a way to establish business here.Waiting for paypal to come here by just plain waiting,will be like waiting in vain if some people will just sit down and look for some not so good alternatives.

the president is to busy with other matters which is of more importance than this Paypal thing...and..I am not assuming, I am just suggesting possible alternatives like Xoom. If others use it why can't we? Just for the meantime Paypal is not available. If there's a will there's a way..We cannot just force something what we want by trying to move heaven and earth even if it is not yet possible at this time. The concerned parties may have reasons we don't know. If you really want to lobby for Paypal and petition for them to operate in the Philippines then perhaps you may start the petition

THE BANGKO Sentral ng Pilipinas (BSP) should push Internet banking in the Philippines and force banks to comply under deadline to free Filipinos from unwanted monthly charges on simple transactions, according to Catanduanes Representative Joseph Santiago.
In a statement, Santiago said he believes the BSP must require all commercial banks to build up their Internet banking facilities to provide Filipinos access to online-only services that are absolutely free of unwanted monthly charges.
"Online-only banking will afford consumers, including small businesses, access to more efficient banking services that are free from burdensome miscellaneous charges," said Santiago, vice chairman of the House committee on transportation and communications.
He believes all commercial banks in the country should be compelled to provide Internet-only accounts within the next 12 to 18 months.
Congressman Santiago said online-only accounts and Internet banking will help drive the growth of electronic commerce in the future.
He is seeking passage of a law (House Bill 4630) which seeks to prohibit banks from arbitrarily exacting service fees or penalty charges on deposit accounts with balances falling below a minimum balance requirement.
The bill also proposes to forbid banks from imposing dormancy fees on inactive accounts without the prior approval of depositors.
The research group International Data Corp. projects Internet users in the Philippines to nearly double to 20 million by 2007 from 11.8 million at the end of 2004.
Hi, Just thought i would drop in here and make a few comments on what i know about Paypals policy on Philippines, I moved to the Philippines a few years ago now from the USA, and had an account with Paypal at that time, as soon as Paypal found out i was here thru my logon IP address, my account was frozen! (limited) At first i thought it was supposedly for my accounts protection, they requested fax copys of my passport and other identification to prove i was me before talking about it anymore, once this was done i was hoping to have my account reopened, I was informed that "because of the high rate of internet credit card fraud that they would not do business with anyone in the Philippines" PERIOD! Not only would they not allow me to have my account, but they refused to even release the money i had in my account till i went back to the states or,, I wait 6 months! and kept quoting "the users agreement", saying it was in case of any charge backs. (which i never had any period! but they froze ALL the money in that account for 6 months total before releasing it. (my crime was only my Philippines location) After 6 months had passed the funds were finally released to my states bank account they had on file. Then i asked again can i have an account here in the Philippines, they again said NO due to the "high rate of fraud" Now with the ebay.ph site, and Paypal being owned by eBay, i was in high hopes paypal would soon be available here. I have read a few post from people saying that Paypal says it is not available due to the banking systems here are not compatable with those in the states. I hate to say it but thats just BULL! if you check the other countries Paypal does business with, you can see that even those countrys that are not compatable can still use paypal, some to send funds only, some can recieve also but only to states bank accounts, and some can at least get their funds collected sent to them by check in mail, although not by wire transfer.
I called Paypal again last month, telling them i have a states bank account to use for recieving payments and hoping to open an account with them, they said NO! (removes the not compatable banking theory) But now they told me it will be here soon, "maybe next month" they said. (that was last month)
eBay knows if the sellers are going to have any success at all, they need a safe, fast way to transfer funds from the buyers, ebay has the tool (Paypal)to make this happen for us! for the sake of banking systems not being compatable arguments?? why cant we open accounts here and recieve our funds by mailed check???

Have anyone of you tried using xoom? I believe they have an option there where the sender makes use of Paypal and people from the Philippines could accept the payment through xoom. its just too sad that we are being compared to nigeria in terms of credit fraud. this is the big reason why the philippines is very slowly being added to the list of paypal countries.
on my part, i make sure to keep the good reputation of being a reliable buyer/seller.
i understand how some of you guys feel about having a paypal account as some international auctions will only deal with paypal acct holders... am i right?
At this point, doing ebay without paypal is a hassle in some way, but still a lot are doing alright without it... ebaying is a learning experience to some right now, which is good, so probably later, when Paypal is ready to deal with us, then we would be ready to deal with it too. Without paypal, we become more resourceful and discovered other ways of processing payments or sending payments.
Life goes on without paypal in the Philippines... just be resourceful and keep yourself open to learning other ways to be good doing business on ebay.
I am living in Australia But I am Pinay then one day I saw this advertisement about Likas Soap. The seller is Filipina who lives in the Philippines. I became interested with the soap and I asked her about the payment, how to pay her. She said VIA PAYPAL. I paid her via PayPal. I don't know how come she's with PAYPAL but I did really pay her via PayPal using her email address. As far as I know as long as you have email address you can always get paid via paypal. Ask PayPal.
I used xoom.com all the time as remittances, and payment. Paypal payment through ebay is cheaper than paymnt through MONEY ORDER. Xoom.com is less expensive than MONEY ORDER, and they are quick because I sent it via internet and I dont have to fall in line at PNB or Metrobank..I would love to have paypal available in Philippines though because it is unexpensive. I think they are not ready yet for us because of our government and our people being corrupt. Someday filipinos will realized that being dishonest will make us backward instead of forward. We all learn from this.

I find all the whining here pretty funny. (No offense meant.) Just FYI, I've been using my U.S based PayPal account locally here in Manila for the past 3 years. You just have to know what to ask/tell PayPal and they'll let you use your account just as you would back in the U.S.. I can access my PayPal account online without any problems and conveniently withdraw my PayPal funds through any local Cirrus/Maestro ATM machine. It can't get any easier than that. It's true though that PayPal does not and will not open its doors in the Philippines because of the "crappy" nature of our local financial system. But Instead of crying and putting up a tantrum you can easily see the work around right on their website. I'm not breaking any of PayPal/eBay rules by using my PayPal account in Manila. You just have to be up front and honest with them and they'll help you out in return.
As I'd always say.... "I love my PayPal and PayPal loves me!" Go figure. :D

Relax lang muna kayo. BidPay was recently picked up by a new investor for 1.8M Dollars and they're supposedly going back online within the next month or so. Just sit tight, di pa tayo mauubusan ng payment methods.
As for the PayPal thing, you basicaly just need to have a bank account in the u.s., or in any country where PayPal is offered. Then apply for the free PayPal debit/ATm card, and have that sent here to Manila. Then you're free to use the PayPal debit card to withdraw your PayPal funds at any Cirrus/Maestro ATM machine. Now the problem lies with how you are going to go about setting up a foreign bank account if you're situated here in the Philippines. Easy. Have a friend/relative abroad open a Paypal & bank account for you in their name. Then just have them send you a PayPal supplementary debit/atm card. That's all there is to it. But as for gaining access to your PayPal account online, that's the tricky part. They keep track of your IP address so once yo log in from a terminal in manila, they'll automatically put your acount in restricted mode and will hold you funds until you supply them with more personal info. What you can then do is to send them your specific IP addresses (given that you're on broadband connection with a dedicated static IP address) and request for special permission to log into PayPal from that one and only IP address. That's what I did and that's how I've been able to use PayPal the entire time. Medyo hassle lang yung procedure but once you have it al set up right and ready to go, your eBay and Paypal experience will improve significantly. Tuloy ang ligaya! :D

Ang alam ko kase, US banks need a social security number for you to open an account (i might be wrong)..if i understand you correctly, youre talking about opening a joint account (and/or)??? are US banks that lenient?

If you open a payment processing, you adhere to US banking laws, you report and monitor money laundering..... I don't see the point why ebay will prevent you from offering a payment system.....

Why does a payment processor have to be approved by ebay? It's totally up to the buyer and the seller how they choose to transact. Once upon a time, Paypal too was just another payment processor until it was bought by eBay.
I think Paypal would be interested in letting Ebay Philippines to use the system but the Philippines banks will have to cooperate first. But then who knows, the bank maybe willing to cooperate but there must be...just use your imagination...

Basically you'll be using a friend/relative's bank & PayPal account. Once they have the PayPal account running you can then go ahead and add your own e-mail address as a supplementary PayPal address to use for your auctions. The supplementary PayPal atm/debit card you'll receive will have your name on it but it will still be linked to your friend/relative's PayPal account in the U.S..
As for the bank account itself, yes you will need an SS number to open one in the U.S.. I'm actually referring to *legal* friends/residents in the U.S. and not Pinoy tourists and/or "TNT" opening a bank account over there.
