Hi! I have been trying to add my credit card in paypal to be able to link to my ebay account but keep on having this error message:
"We were unable to verify this credit card. Please check if the information you entered is correct. Please also make sure your credit card billing address matches your PayPal street address."
I have checked all the information and it's all correct. I have checked my credit card history and there was a 1 dollar unsuccesful transaction. What could possibly be the reason for the error? Appreciate your help. Thanks
What type of credit card are you using, Visa or Mastercard? Who is your credit card issuer? Check with them if you can use your card for paying for online transactions as some requires authorization before they can be used.
Also, as the message says... check to see if the credit card billing address, matches the address you registered with PayPal.

My credit card issuer is BDO and my card is mastercard. I checked with them and they said they require a minimum of 5 US dollar per transaction. Since Paypal only requires a 1 US dollar temporary authorization fee, my card can't be verified.
I sent an email to Paypal and they said authorization is a common method of verifying a credit card. They suggest I refer to the card issuer authorization department.
Im not expecting this would be difficult. Do you have any suggestions? DO you know of anyone having this same problem?
im supposed to pay an ebay.com seller and this is the paypal message--This transaction failed because we were unable to verify this credit card through our card validation process. In order to proceed with your transaction, please select a different funding method or add a different credit card.

Attempt to send your payment at another time. It is possible that the issuing bank could be temporarily unavailable to answer the authorization request sent by PayPal. If an authorization response from the issuing bank is delayed, the request will not be processed and the status of the payment attempt changes to a decline on your PayPal account. contact with someone who works online transactions for more information regarding the difficulty in sending payment using the card
i have the same problem as yours, my BDO MasterCard is also not accepted by Paypal. A called the customer service of BDO they say that it should be 5USD as minimum for transaction to get thru. Paypal say that i should talk to issuer as well, because the transaction is not authorized. I dont know what to do as well, if you find any solution to your problem please help me out. I'm trying to get other MasterCard from different bank but i think i would be decline because of the annual income.
This problem occured for me as well. The problem was, that the amount has exceeded my daily buying limit on the card. This can be easily solved with a phone call.

I think the BDO bank does not support paypal...I can not also verify my account...
hi! i'm kinda new to ebay.ph as well. i've also been trying to link my BDO Mastercard debit card but kept getting the same messages posted here. i finally just decided to ask BDO call center about the matter. i just want to share the reply so that future members already know the answer.
"Please be advised that BDO ATM cards are not valid for online transaction or what MasterCard calls as MOTO transactions (Mail Order / Telephone Order).
MasterCard does not allow MOTO transactions for MasterCard Electronic (MCE). As such, there is no merchant for MasterCard Electronic purchase via internet.
