i cannot sell at ebay usa due to seller violation

hi! can anyone enlighten me.. kasi i'll already taken the tutorial for the said violation but still i cannot sell at ebay us. ang nakalagay lang kasi is, after taking the tutorial i will be allowed to sell na pero each time i try umuulit lang sya asking me to take the tutorial.. di naman nag pro proceed sa sell an item. thanks!
